Background:

Coalition Health Zambia (CHZ) is a Zambian organisation working to improve health outcomes through health systems strengthening, technical assistance, service delivery, community engagement, capacity building, partnerships and innovation. CHZ collaborates with the Ministry of Health, development partners, civil society organisations, communities and other stakeholders to implement sustainable health interventions to improve individuals and communities' health in Zambia and the region.

In partnership with the CIDRZ led Controlling HIV Epidemic Project (CHEP), CHZ is implementing Coordinated, Community-led Demand Creation for PrEP in 16 districts across 6 provinces. The goal is to increase awareness, informed decision-making, and uptake of PrEP including Lenacapavir (LEN) as part of Zambia’s combination HIV prevention package through coordinated Social and Behaviour Change (SBC) interventions and community mobilization among priority populations the high burden districts. CHZ will work closely with the Ministry of Health (MoH), National HIV/AIDS/STI/TB Council (NAC), the Provincial Health Offices, District Health Offices, community structures and other key stakeholders.

Position summary:

The District Coordinator will be responsible for coordinating, supporting, and monitoring programme implementation within the assigned district. The position will serve as the primary link between the project team, the District Health Office, health facilities, community structures, and local stakeholders. The District Coordinator will ensure that activities are implemented according to the approved workplan, quality standards, and programme guidance, while supporting timely reporting and resolution of implementation challenges.

Key Responsibilities

• Coordinate implementation of programme activities within the assigned district, including SBC interventions to increase awareness and uptake of PrEP including LEN, in collaboration with the various stakeholders at district level.
• Serve as the primary project contact to work in collaboration with the DHO, health facilities, community structures, local leaders, and other district-level stakeholders.
• Support the identification, recruitment, orientation, training, and ongoing mentorship of project-supported community-based volunteers (CBVs), in collaboration with facility in-charges and the project team.
• Support implementation of approved SBC interventions and ensure that activities follow programme design, tools, and technical guidance.
• Facilitate the distribution, appropriate use, and accountability of SBC materials within the assigned district.
• Conduct regular monitoring visits to project sites and community activities to assess progress, identify challenges, and support practical corrective actions.
• Work with the DHO team, health facilities, and district stakeholders to plan and conduct community engagement, mobilisation, and awareness activities related to HIV prevention services, including LEN.
• Support routine data collection, verification, validation, and timely submission of accurate district-level programme data and reports.
• Support the rapid LEN PrEP needs assessment in the assigned district in collaboration with the M&E Coordinator and relevant team members.
• Document implementation progress, best practices, lessons learned, success stories, and emerging issues from the assigned district.
• Facilitate engagement with health facility staff, community leaders, CBVs, and other local stakeholders to strengthen demand creation and community mobilisation.
• Escalate implementation risks, safeguarding concerns, operational challenges, and issues requiring technical or management support to the SBC Technical Lead.
• Participate in district coordination meetings, review meetings, trainings, and other activities as assigned.

Requirements

• Education: Bachelor’s degree in Public Health, Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or a related field. A postgraduate qualification will be an added advantage.
• Professional Experience: Minimum of 5 years of relevant experience in programme implementation, community mobilisation, SBC, Monitoring & Evaluation, or health and development programmes.
• Technical Experience: Experience in HIV/AIDS, SRHR, PrEP, community health, or demand creation programming is desirable.
• Experience working with community-based programmes, volunteers, health facilities, or district-level structures.
• Familiarity with Zambia’s health system and district coordination structures, including District Health Offices.
• Data and Digital Skills: Proficiency in Microsoft Office applications, particularly Word and Excel; experience with DHIS2 or similar systems is an advantage.
• Training and Facilitation Skills: Demonstrated ability to support training, orientation, community engagement, and mentorship activities.
